In response to the ineffectiveness of government water management policies, particularly in rural areas, new reforms were adopted at the urging of technical and financial partners. These reforms have led to significant changes at the local level. The first is organizational in nature. The second is institutional in nature and aimed at the privatization or transformation of public enterprises. This has led to the involvement of a multitude of actors in the water sector.
